Supervised Consumption & Needle Exchange NEL
Commissioner:
North East Lincolnshire Recovery Partnership – delivered by Turning Point in partnership with Framework Housing Association and Double Impact.
Service Period:
Following a recommissioning exercise by North East Lincolnshire County Council, Drug and Alcohol treatment and recovery services across Lincolnshire will be delivered by a new provider from the 1st February 2026.
The new service will be called North East Lincolnshire Recovery Partnership and will be delivered by Turning Point in partnership with Framework Housing Association and Double Impact, all of whom also deliver Drug & Alcohol Treatment Services together in neighbouring Lincolnshire.
Turning Point will be leading for the partnership on the clinical aspects of the service, including the service level agreements for Pharmacy Needle and Syringe Provision and Supervised Consumption services.
A new contract, service specification, uplifted fee structure and sign-up details have been sent to all existing pharmacy providers inviting them to sign up with the new commissioner and continue service provision.
Pharmacies who are not currently providing these services are invited to engage: Expressions of Interest have been circulated to all NEL pharmacies to enable sign up.

Claims:
Turning Point use different partners for delivery of pharmacy contracts.
These include:
- NEO360 – Their IT partner for recording of supervised consumption and needle and syringe programme activity. NEO360 will require details of all pharmacies to facilitate payments.
- Wynsdale – waste contractor for needle and syringe waste
- Exchange Supplies – supply of needle and syringe equipment
